我国农村初中毕业生是一支庞大的队伍。目前，我国每年的农村初中毕业生除三分之一能升学外，三分之二的是没有职业技术而很难就业的“空”军。据不完全统计，全国每年至少有两千万这样的“空”军。这些“空”军要么走劳动力转移的路子，盲目外出务工就业，要么回到农村学习“原始”农业，要么浪荡江湖危害社会，造成了劳动力资源的极大浪费。如何利用好这支队伍，对于促进农业产业结构调整、现代农业的发展、市场化经营、农村劳动力转移和城镇化建设，对于落实科学发展观，加速我国现代化进程，实现国民经济持续、快速、健康发展至关重要。因此，构建农村初中毕业生的就业平台，是促进农村初中毕业生就业的必然要求，是解决“三农”问题，落实科学发展观的实在体现。

Therefore, the construction of the employment platform for rural junior middle school graduates is an inevitable requirement to promote the employment of rural junior high school graduates. It is a practical reflection of solving the “three rural issues” and implementing the scientific concept of development.
