档案是我们国家和民族文化建立历史记忆、传承文明的重要载体,是“今世可以知古,后世可以知今”的重要素材,社会记忆包含人类在生产和生活中的一切记忆,它对人类文明的传承和社会进步具有重要作用。档案是社会记忆构建的载体,利用档案构建社会记忆不仅仅是为了保存完整真实的社会记忆,更重要的是以构建社会记忆为契机,唤起公众共鸣,为人类打造真实完整的共同记忆,为社会和谐发展提供有效的途径和方法。《国民经济和社会发展第十三个五年计划纲要》
