档案馆是档案事业的主体,建立起一个资源丰富、高度共享、服务便捷的国家综合档案馆系统,一直是各级国家综合档案馆的工作目标。国家档案局颁布的9号令《各级各类档案馆收集档案范围的规定》,重点对综合档案馆的收集范围进行重新界定,是各级国家综合档案馆目前和今后需要认真贯彻执行的部门规章。9号令中对综合档案馆与专业(专门)档案馆的接收范围作了比较原则的规定,引发了笔者的思考。笔者认为这其中蕴含着一个重要命题,即如何行之有效地管理国有档案
