森工企业三段式经营,就是按着森林生长的自然规律,林业生产的经济规律及社会特点,在企业内部实行经济承包,分级分权管理,并划小核算单位,实现专业化、商品化、企业化经营的一种形式。也可以理解为,在森工企业内部把营林建设、木材采运、林产利用等连续生产过程划为三大段,并按多种经营、基本建设、社会服务等行业组成相对独立的经济实体。根据产品的成本、利润、借助于内部价格进行有偿划拨,自计盈亏的一种生产方式。其目的在于加速企业的管理体制与经济体制的改革,实现森林资源与林区经济的良性循环,是发展林业生产的战略决策。它的实施必然给企业的投资方向、产品结构、商品流通、价格体系带来一系列重大变化。本文仅就营林生产方面的几个问题谈一下粗浅的看法。一、关于营林生产商品化问题
