基于帕累托次优理论,提出了一种在上网电价差异较大的发电厂商之间通过电量置换,在不损害原发电厂商原收益、不提高发电侧平均上网电价约束前提下,次优化求解出使国有资产效益流失最大限度减小的交易模型,这种模型理想情况下的计算结果表明了电量置换交易的充分必要性,有利于资源的优化利用,有较强的可操作性,在局部电网已得到应用.
