一、建立社会主义市场经济新体制,是我国经济体制改革模式的唯一选择。在社会主义条件下如何正确认识和处理计划同市场的关系问题,是经济体制改革的一个核心问题。这不仅仅是一个理论问题,而且是关系到社会主义事业兴衰成败的重大实际问题。党的十四大决定把社会主义市场经济作为我国经济体制改革的目标模式,是经过长期探索和深思熟虑后作出的唯一正确的选择,它在理论上和实践中都具有不可估量的重要意义。我国的经济体制和计划管理体制,基本上是按照苏联的模式建立起来的,虽然也根据中国的实际情况做了一些行之有效的变动,但并没有摆脱这种模式的主要特征。
First, the establishment of a new socialist market economy system is the only choice for the reform of China’s economic system. How to correctly understand and handle the relationship between the plan and the market under the conditions of socialism is a core issue in the economic reform. This is not only a theoretical issue, but also a major practical issue related to the success or failure of the socialist cause. The 14th Party Congress’s decision to regard the socialist market economy as the target model of China’s economic restructuring is the only correct choice made after long-term exploration and deliberation, which is of immeasurable importance both in theory and in practice. China’s economic system and plan management system were basically established in accordance with the pattern of the Soviet Union. Although some effective changes have been made according to China’s actual conditions, they have not escaped the main features of this model.
