对科学家和科学集体活动成就之科学意义进行评价的问题,在最近十五年来成了哲学家、自然科学家、科学领导人、心理学家以及其他专业学者们的注意中心。企图以各种各样的标准和方式为基础建立对科学成果的估价系统之尝试已搞过不少次。自然,首先是把注意力放在为应用研究成果评价时所广泛使用的经济效果指标方面。然而,想用这些经济效率指标估价基础性研究成果的初步企图均碰到了严重的困难。因为基础研究成果对技术和经济发展的影响是间接的,要通过应用性的科学一技术活动,并且经常有很长一段推迟的时间,虽然最后还是这类成果的意义最大。
The issue of evaluating the scientific significance of the achievements of scientists and scientific collective activities has become the focus of attention of philosophers, natural scientists, science leaders, psychologists and other professionals over the last fifteen years. Attempts to establish a system of valuation of scientific achievements based on various standards and methods have been conducted many times. Naturally, attention is primarily focused on the economic indicators that are widely used to evaluate research results. However, the initial attempts at valuing basic research using these economic efficiency indicators all encountered grave difficulties. Because the impact of basic research findings on technology and economic development is indirect, there is often a long period of postponement of adoption of applied science-technology activities, although in the end such an outcome has the greatest significance.
