上海市住宅系统有家二百余人的机修厂,虽在数年前的整治中陷入了计划任务告吹的窘境,但“逼上梁山”跻身市场后,却因祸得福,迎来了生产经营柳暗花明的气象,创利水平逐年上升,精神文明建设也跃上市级先进行列。每每提起此厂长总不无感慨:“当初若经不住切断“脐带”的阵痛,恐怕现在还游离于市场大门之外呢”。耳闻此言,既感这个比喻形象贴切,又感这话颇有见地。近年来,转换机制的呼声日甚一日,市场经济的大潮又澎湃而起,整体形势确实叫人欢欣鼓舞,但为何还有三分之一的国有企业徘徊在效益的低谷中呢?见仁见智,个中的原因固然不少,依笔者管见,维系了几十年的政企不分的“脐带”当断未断,是一个不容忽略的重要因素。脐带原本是指连接胚胎与胎盘的带状物,躁动于母腹的婴儿全仰仗此生长,一旦新的生命哇哇坠地、脐带无一例外要切断,然而旧体制下的企业从“十月怀胎”组建到工商管理部门核准登记注册,从敲锣打鼓问世到成长为不惑之年的青壮企业
