一国家鼓励大型央企整体上市2006年12月5日,国资委发布《关于推进国有资本调整和国有企业重组的指导意见》。在主要政策措施中,《指导意见》明确指出:“大力推进改制上市,提高上市公司质量。积极支持资产或主营业务资产优良的企业实现整体上市,鼓励已经上市的国有控股公司通过增资扩股、收购资产等方式,把主营业务资产全部注入上市公司。”
