近几年来,国有企业的亏损问题成了社会各界关注的焦点.三分之一明亏、三分之一暗亏、三分之一盈利,这是目前最流行的评估.如此严重的亏损,从经济上说,给国家财政造成极大的困难,直接影响国民经济的持续发展和企业改革的顺利进行,阻碍社会主义市场经济体制的建立;从政治上看,职工生活水平下降,失业增多,严重影响社会的稳定和社会主义制度优越性的发挥.因此,如何使亏损企业尽快地扭亏增盈,走出困境,是当前亟待研究解决的重大课题.
