50年代以来,美国政府制定了一系列政策来促进州、地方的高技术开发,主要有: 1.鼓励R&D和技术创新的政策。包括:联邦政府在开发上的投资和对私人创新投资的税收政策;宏观经济和贸易政策;有关专利和反托拉斯方面的政策。这些政策对于商业活动,特别是创造技术创新的经济环境具有深远影响。 2.技术转让政策。力求通过鼓励私人企业开发的技术扩散和应用来促进工业创新和发展。 3.普遍地区开发政策。包括补助金和技术资助,提供弹性投资手段来促进地方高技术开发(HTD)受益。 4.计划和演示工程,建立新的研究机构网络,鼓励或支持州和地区成立新的HTD机构。
Since the 1950s, the U.S. government has formulated a series of policies to promote state and local high-tech development. These are: 1. Policies that encourage R & D and technological innovation. These include: Federal government investment in development and tax incentives for investing in private innovation; macroeconomic and trade policies; and policies on patents and antitrust. These policies have far-reaching implications for commercial activities, especially the economic environment for creating technological innovations. 2. Technology Transfer Policy. It seeks to promote industrial innovation and development by encouraging the diffusion and application of technologies developed by private enterprises. 3. Universal Regional Development Policy. Including grants and technology grants, to provide flexible investment vehicles to promote the benefit of local high-tech development (HTD). 4. Plan and demonstrate the project, establish a new network of research institutes and encourage or support states and territories to set up new HTD institutes.
