要谋求城市社会的基本稳定,就必须紧紧抓住社区这一平台。当前,我国城市社会管理体制内部解决基层矛盾冲突主要有两大主体,即社区自治组织与街道办事处。这两大主体在具体解决城市基层矛盾冲突的过程中,存在着一系列体制、机制问题,影响了当前基层利益调控与社区稳定机制作用的发挥。要进一步优化城市基层社会管理体制,就必须重新构筑基层矛盾调控与社区稳定机制的四方主体。
To seek the basic stability of urban society, we must firmly grasp the community as a platform. At present, there are mainly two main bodies to solve the conflicts at the grass-roots level in the urban social management system in our country, namely, the community self-governing organizations and the sub-district offices. These two main bodies have a series of system and mechanism problems in the process of concrete solution to the contradictions and conflicts in the urban grassroots units, which have affected the current grassroots interest control and the role of community stability mechanism. In order to further optimize the urban grass-roots social management system, it is necessary to reconstruct the four-party main body of grass-roots conflict control and community stability mechanism.
