近年来,湖北省远安县委、县政府按照“县域经济以民营经济为主体”的指导思想,以搞活企业、提高效益为目标,采取“一次性安置”的形式,实施以产权制度改革为核心的国合商贸企业民营化改革,取得了明显成效:一是企业职工一放就活。全县商业、供销、粮食系统通过改革,有1340名职工被一次性安置,占应安置职工总数的88％;二是经济遗留问题一刀两断。他们对改革前职工与企业的各种经济遗留问题进行了彻底地清理,共清理遗留资金206万元;三是历史包袱一改而卸。人员、商品、债务包袱是压在商贸企业身上的“三座大山”,职工的分流到位,加之1000余万元的商品折价处理,使债务随之减轻,企业呈现出前所未有的生机与活力;四是转机建制一步到位。全县40家独立核算的国合商贸企业通过改革全部实现了民营化。
