在论证了乡镇卫生院对药品收入有较强依赖性的基础上 ,该文从不同的角度分析了药品收入与防保工作之间的关系 ,发现“以药养防”和“重药轻防”状况确实存在。现阶段如果在乡镇一级实行医药分开核算、分别管理 ,不利于防保功能的落实 ,引起的震荡较大。
