根據調查報告,重慶的傅染病一年四季都有,并可能還有週期性的大流行。主要原因是市區不清潔。街頭巷尾和偏僻地區長年積壓的垃圾很多,公共廁所極少(僅四十五所),大部溝渠不通,下水道又還未完成,而清潔隊的車輛人員有限,地勢不平,交通不便,因此清除工作在實際上存在了很多困難。如果要求馬上澈底搞好不是一件輕而易舉的事。爲維護市民健康,避免時疫發生,并使清潔衛生工作成爲市民羣衆自己的工作,我們在四月初組織了重慶市第一次清潔大掃除運動,發動羣衆,有組織、有計劃,有步驟的大家一齊動手來搞,以莫定整個市區清潔的基礎,養成市民清潔的習慣。茲將這個運動的經過情形分述於後:(一)準備工作1.建立組織:三月二十五日以衛生、公安、民政、建設、文敎等局局長及醫院院長和熱心并具有專長的衛生工作人晨,成立了衛生委員會,各區成立分會,區以下成立小組,各級組織均有正副主任負專責(附組織辦法表)2.市府召集各區長及有關各局長會議,專門討論大掃除的計劃和目的,同時由公安局召集各分局負責同志會議討論實施辦法,如何協
