《纲要》和《讲话》为小学语文课由应试教育向素质教育转轨,为面向21世纪的基础教育指明了改革方向和奋斗目标。小学语文教育是提高整体文化科学素质的奠基工程,是发展上述整体素质的必要前提和条件。实施素质教育,要在总体目标下构建具体的目标、途径和方法,做到素质教育目标课程化、课程内容素质教育化。通俗地讲,就是各学科都要研究自己学科如何落实素质教育的问题。
