(一)近两年来,随着承包经营责任制的普遍推行,我国全民所有制企业的经营机制开始发生深刻的变化。就其发展趋势来说,承包制用契约合同的形式,把政府同企业之间的责权利关系确定下来,弱化了主管部门的行政干预,强化了企业的经营管理自主权;承包制促进了人事劳动制度的改革,经营者招标选聘,管理者择优任用,劳动者按照优选劣汰的原则优化组合,把竞争机制引入了企业;承
