一、我省开展“三沟通”培训工作的基本回顾和总结 我国是一个文化历史悠久的国家。我国人民历来就有尊师重教的优良传统。建国以来,特别是党的十一届三中全会以来,党中央、国务院采取了一系列的措施和政策,提高教育的战略地位,提高教师的政治地位、社会地位和物质生活待遇。同时,不断地强化师资培养和培训机制,使师资队伍建设工作取得了显著成绩。我省和全国一样,在省委、省人民政府的关心和重视下,在各级教育行政部门及学校的艰苦努力下,师资队伍建设的成就也十分突出。不仅数量有很大增加,质量也有明显提高。1950年,全省各级各类学校教师总计只有5559人。其中,小学教师4080人,普通中学教师982人,中等专业学校教师254人,普通高等学校教师243人。到1997年,已经发展到274325人,是解放初期的49倍。其中,小学教师168493人,普通中学教师69335人,中等专业学校教师6776人,普通高等学校教师5699人,分别是解放初期的41.26倍、70.6倍、26.6倍,职业教育、学前教育和成人教育的教师也从无到有,发展到了20653人。从学历情况看,1980年,全省小学、初中、高中教师的学历合格率分别只有30%、17%和52%,经过十五年的补充和培训,1997年已分别提高到77.6%、71.58%和64.45%。但是,我省各级各类学校教师的业务水平?
