失业作为一种社会经济现象,与社会制度无关,是生产力发展到一定阶段的不可避免的产物。解决失业问题,不是完全消除失业现象,应该正视失业,进一步建设和完善失业保险制度,把失业所带来的负效应减少到最低限度才是重中之重。但随着社会、经济的发展,失业保险制度在实际工作的很多方面显露出不足。
As a social and economic phenomenon, unemployment has nothing to do with the social system and is an unavoidable product of the development of productive forces to a certain stage. To solve the unemployment problem, we should not completely eliminate the unemployment phenomenon. We should face up to unemployment and further establish and perfect the unemployment insurance system. It is the most important task to minimize the negative effect of unemployment on the unemployed. However, with the development of society and economy, the unemployment insurance system has revealed deficiencies in many aspects of practical work.
