建立系统的编辑策划管理机制 ,是推动和激励河北高校学报加强编辑策划工作的制度保证。这一机制应该由互相联系、互相制约的两个方面构成 ,即各高校学报编辑单位内部的策划管理机制和省政府有关主管部门相应的管理措施
The establishment of a systematic editing and planning management mechanism is to promote and motivate Hebei University journals to strengthen editing and planning work of the system guarantee. This mechanism should be made up of two aspects which are interrelated and restricted each other, that is, the planning and management mechanism within the editorial units of the various colleges and universities and the corresponding management measures of the relevant competent departments of the provincial government
