党中央提出用5年左右的时间初步建立起适应社会主义市场经济体制要求的社会保障体系和市场就业机制。这是一项伟大的战略任务。根据我国的现实,实现这一伟大战略任务,要经过三个阶段。第一阶段是当前所处的阶段(或者叫作“双轨”阶段),下岗职工进入再就业服务中心,失业人员进入劳动力市场。这一阶段的主要任务是按国有企业改革和脱困的三年目标,进一步做好国有企业下岗职工基本生活保障和再就业工作,继续贯彻鼓励
