建立党员议事会和村民代表议事会,作为一项制度在农村党支部中普通推开。这项制度对密切党群、干群关系,加强民主监督,发挥了积极的作用。但在落实过程中,也存在着一些值得注意的倾向。(一)在内容上避重就轻。主要体现在“三多三少”。一是研究组织自制的问题多,讨论村务工作少;二是商议、公开方案规划多而具体落实情况少;三是商议和公开面上事情多而隐性问题少。(二)在程序上简化。一是方案不成熟;二是程序不规范;三是形式不妥当。(三)在代表素质上普遍偏低。主要体现“四不”:一是不清。即职责不清,权利不明。二是不会。部分党员和村民代表对企业、财务等方面的问题知之不多、认识不透,往往被动盲从,三是不敢。有些代表“怕”字当头,在议事会上毫无主见,甘当“配搭儿”。四是不公,有些代表不能正确行使自己的权力,缺乏公正的态度和意见。

Some party members and representatives of villagers have little understanding of corporate, financial and other issues. They are not well-informed and often blindly passive. Third, they dare not. Some representatives “afraid of ” overwhelming, there is no assertion in the council, willing to “match”. Fourth, it is unfair. Some representatives can not exercise their power correctly and lack a fair attitude and opinion.
