以江苏省阜宁县为例,借鉴国家、省主体功能区划理论和方法研究,解决了不同类型评价指标的空间赋值、分值迭加及其发展类型判别等问题,提出东部平原地区县级主体功能区划分思路:构建适合于县级单元区划的指标体系,分析计算各个指标,测算开发评价指数;根据江苏省主体功能区划结果确定的比例,将县域空间划分为开发与保护两类空间单元;在开发空间单元中,运用指标测算将其分为优化开发、重点开发两大区域;在保护空间单元中,通过生态敏感性指标,将其分为限制开发和禁止开发两大区域;结合县级发展战略,进行综合集成,提出最终区划方案.此外,在县级主体功能区划的基础上,对镇域空间开发范围边界进行探讨,以期为县域产业空间布局提供参考.
