当前,我国城镇化的发展进程异常迅猛,但与之对应的社区公共服务体系并不健全。在社会结构转型和市场化大潮的背景下,相对于国外成熟的经验,如何建立具有中国特色的为城乡居民提供社区公共产品和服务的体系,满足居民日益增长的社区公共需求,特别是为社区中弱势人群提供福利服务,让他们分享社会发展和进步的成果。成为了当下急需解决的问题。相对传统的公共服务垄断供给制的功能单一与非专业性,我们另辟蹊径,提出了以公共服务外包取代传统的公共服务垄断供给制的设想。
