最近,国务院决定简政放权,搞活企业和流通。它反映了企业要“松绑”的迫切要求。我认为,放权的关键在于简政。只有简政才能放权,只有简经济管理之政,才能放经济管理之权。而能不能简经济管理之政,又决定于我国实行什么样的经济体制模式。几年来,我国经济体制改革取得了显著成效,但是,城市经济体制改革步履维艰,步伐不快。原因在于;我们的改革多属微观经济体制改革,还没有展开宏观经济体制改革。因此,我们的经济体制改革还没有从全局上触动五十年代初从苏联搬来的“上繁、下死、中间乱”的那套体制模式。上繁,是指经济行政管理过繁;下死,是指企业被管死了;中间乱,
