According to a 1989 study by the British Council on Science and Technology Advisory Board, British military research expenditures account for about 25% of the national research expenditures and 50% of the government research expenditures. In view of the controversial economic benefits of military research, the quantitative analysis of the role of military scientific research in the civilian sector is extremely important. The British Science and Technology Advisory Board used the term “Knowledge and Technology Transfer Potential” (KTTP) to describe the contribution made by the Department of Defense's research (B & D) investment in laying the foundations of national technology and enhancing industrial competitiveness.
