本文内容是从全国水力发电远景规划的角度来展望三峡开发方案的效果,并提出具体安排意见。着重谈四个问题:1、水电系统的调蓄性能;2、三峡在电力系统及河流梯级开发中的位置;3、上下游梯级开发次序及水位衔接;4、重庆通航的条件。 一、2000年中国水电规划设想 1.简短的回顾 建国以来,水电一直是飞跃发展。介放时装机仅16万千瓦,1980年发展到2032万千瓦,增长约127倍。予期到2000年,增长将达500倍。但以前各个阶段,增长速度并不等。以下表1为例:
