绩效管理是当前企业界普遍使用的人力资源管理模式。西方主要国家已将绩效管理引入到政府管理之中,成为政府管理的主要模式。我国政府也在积极研究将绩效管理的理念引入政府的内部管理。政府绩效的测定不像企业那样可以用产品的数量和质量以及生产这种产品消耗的劳动时间来衡量和比较,这是对政府部门及其工作人员进行绩效管理的难点之一。目前我国尚未真正采用绩效管理模式对政府部门及其工作人员进行管理,本文就此问题进行一些探讨。
Performance management is commonly used in business management of human resources. The major western countries have introduced performance management into government management and become the main mode of government management. Our government is also actively studying the concept of performance management into the government’s internal management. The measurement of government performance is not measured and compared with the quantity and quality of products, as well as the amount of labor time consumed in producing such products, as an enterprise, which is one of the difficulties in managing the performance of government departments and their staff. At present, our country has not really adopted the performance management model to manage the government department and its staff, this article makes some discussions on this issue.
