1992年,我国运输市场全面放开,国有汽运企业受到了市场冲击,效益大幅度滑坡。大多数国有汽运企业深化内部改革,推行单车承包而逐步走出困境。淮汽总公司积极转换企业经营机制,1994年推行第一轮单车资产全额补偿承包,当年便遏制亏损,1995年扭亏为盈,1996年实现利税301万元,进入淮阴市一档企业。1997年1~8月份,公司实现利税为年计划的91.4%,利润为年计划的106%。今年推行的二轮承包与1994年一轮承包相比,发生了五个突出变化:

From January to August 1997, the company realized profits and taxes of 91.4% of the annual plan and profits of 106% of the annual plan. Compared with the one round of contracting in 1994, the two rounds of contracting carried out this year have undergone five outstanding changes:
