In his Pall Boer Alpha Platform Accident Investigation Report, Karen suggested that a new approach should be taken to develop a health and safety management system for the continental shelf based on the philosophy of goal setting. The UK health and safety authority has created new legislation to implement Sir Karen’s recommendation. This essay illustrates how the UK set a goal-based approach to health and safety. Describes the key elements of the philosophy of goal setting; outlines new goal setting rules that have been or are in the process of being formulated; and describes other actions that are taken to promote awareness of maritime safety.
