Japan’s Ministry of Health decided to apply sodium fluoride to teeth of five-year-olds in eight cities across the country from 1985 onwards, with a view to halving the number of children with dental decay. The plan is to target 40,000 people each year, first for three years and then in the future. Coating work will be carried out by the school health department. The World Health Organization (WHO) published the index in 1981, and the number of dental caries in 12-year-olds should be below 3.
