水利改革,是建设具有中国特色的社会主义水利事业,实现水利经济良性循环,更好地为“四化”建设服务的必由之路。一年多来,我们江苏的水利改革是在探索中前进的。前几年,水电部提出要把水利工作的着重点转移到管理上来,注意提高经济效益。此后,全省陆续出现了一些改革的苗头和典型。但是,总的说来,水利改革是在中央关于经济体制改革的决定和水电部1984年召开水利改革座谈会之后,才比较全面的开展起步的。这一年多来,我们 Water conservancy reform is the only way to build a socialist water conservancy project with Chinese characteristics and achieve a virtuous circle of water conservancy and economy so as to better serve the building of the “four modernizations.” In the past year or so, the water conservancy reform in Jiangsu Province has been advancing in exploration.
