社会主义经济的宏观控制迫切需要理论指导。作者认为经济政策学的创建,从科学发展的内因看,是经济学的规范研究和实证研究进入新层次的产物;从外因看,在西方是资本主义进入国家垄断的需要,在社会主义国家是领导经济建设特别是经济改革的需要。马克思主义经济学的规范研究和实证研究都有待深化。社会主义经济政策学是关于如何运用经济杠杆的科学,是一门在政治经济学指导下的应用科学,是社会主义经济科学的核心和归宿。在创建社会主义经济政策学中,可以吸收西方经济政策学的某些成果;同时应当根据社会主义制度的性质,研究社会主义经济政策的目标和手段,当前特别要研究改革及其所提出的经济政策问题。作者还就向西方经济政策理论吸收哪些基本原理和当前我们应着重研究哪些经济政策理论提出了自己的看法。
The macro-control of the socialist economy urgently needs theoretical guidance. The author thinks that the creation of economic policy science is the product of the normative research of economics and the positive research into the new level from the internal cause of the scientific development. From the external point of view, in the West, capitalism needs to enter the state monopoly. In the socialist countries, To lead the economic construction, especially the need of economic reform. The normative and empirical studies of Marxist economics have yet to be deepened. Socialist economic policy science is a science on how to use economic leverage. It is an applied science guided by political economy and is the core and end-result of socialist economic science. In establishing the theory of socialist economic policy, we can absorb some of the achievements made in Western economic policy. At the same time, we should study the objectives and means of socialist economic policy according to the nature of the socialist system. At the moment, we should study the reform and the economy it proposes Policy issues. The author also put forward to the economic theory of Western economic theory which principles and what we should focus on the study of economic policy theory put forward their own views.
