如何把思想政治工作落实到基层,是加强企业思想政治工作的一个重要课题。根据筑港企业特定的客观环境与条件,要加强企业的思想政治工作,必须针对基层开展思想政治工作的难点,采取有效的对策。主要难点与对策是:一、施工点多线长,思想政治工作开展的困难性。筑港企业和工厂不同,沿海江河都是筑港企业的施工战线,即所谓“点多线长”。这给思想政治工作的开展带来许多困难:远离领导,要独立开展工作;不能迅速及时传达贯彻上级文件精神;上级对基层工作的检查指导,费时费力;政治工作保障性较差。对策是:——加强自主领导,配备政治素质好、有较强独立工作能力的干部主管基层思想政治工作。工程船舶要按规定的要求配备政治指导员或政委,使思想政治工作有组织保证。
