In order to regulate the market order of home appliance repair service industry, safeguard the legitimate rights and interests of home appliance repair service operators and consumers, and promote the healthy development of the industry, the Ministry of Commerce issued Measures for the Administration of Home Appliance Repair Services (hereinafter referred to as the Measures). August 1, 2012, the “Measures” came into effect. “Measures” on the appliance repair charges, quality specifications, certification and complaint telephone and so have made strict rules. However, within a few days after the “Measures” were put into effect, there was a heated debate in the community. Some people questioned whether the Measures could really solve the chaos in home appliance repair service and whether it could end the mixed experience of home appliance repair service.
