1992年3月2日至3日,省教委在哈尔滨市召开了全省农村教育综合改革实验县工作汇报会。省人大副主任嵇华、副省长戴漠安、省教委主任张蕙芳、副主任陈龙俊、王文良等同志出席了会议。会上嵇华副主任对目前全省这十个实验县农村教育综合改革情况用十六个字来概括,就是:形势很好,任务很重,步伐要快,标准要高。他讲了四点意见: 1.要结合省委、省政府提出的粮牧企、贸工农、农科教、城乡四个一体化及科教兴农战略,宣传贯彻中央十三届八中全会、国务院的全国农科教统筹结合座谈会及省委八中全会的一系列精神,大力宣传、学习、推广、发展典型,用典型说话。2.要搞好调查研究,制订好农科教,教育为当地经济发展培养人才的目标、规划及方案。要与农村社教和农村第二步改革结合起来,加速发展集体经济,奔小康。3.对现有典型要进一步总结提高,典型要发展,要起带头作用,要由过渡型向固定型发展。要抓紧发展乡
