油价下跌已经是不可逆转之势,但是各大产油国似乎对减产保价并不积极。产油国之间的分歧正在市场低迷期逐渐发酵。沙特阿拉伯和委内瑞拉,以及非欧佩克产油国俄罗斯和墨西哥,这四个国家2013年石油产量占全球总产量的30%以上。在11月27日欧佩克会议之前,沙特阿拉伯和委内瑞拉,以及非欧佩克产油国俄罗斯和墨西哥的石油部长之间就减产保价问题进行的谈判。以委内瑞拉、墨西哥为代表的部分产油国希望能够实行减产保价,因为更高的油价才能平衡各自国家的预算,加强短期的财政状况。
The drop in oil prices is an irreversible trend, but the major oil-producing countries seem not to be active in reducing their prices. Disagreements among oil-producing countries are gradually fermenting in a downturn. Saudi Arabia and Venezuela, as well as non-OPEC oil-producing countries Russia and Mexico, which accounted for more than 30% of global oil production in 2013. Prior to the OPEC meeting on November 27, negotiations between Saudi Arabia and Venezuela and the oil ministers of non-OPEC oil-producing countries, Russia and Mexico, on the issue of barging insured prices were held. Some oil-producing countries represented by Venezuela and Mexico hope to cut prices and keep prices because higher oil prices can balance the budgets of their respective countries and strengthen the short-term fiscal situation.
