On the basis of summing up the experience of ideological and political work in the SAR, the Shenzhen Municipal Party Committee and the municipal government issued a call in 1987 to cultivate and carry forward the spirit of the SAR that is “pioneering, innovative and dedicated”. This undoubtedly sets new requirements for the construction of the socialist spiritual civilization in the SAR and has a significant impact on the construction of the entire special zone.
