目前,我国正面临着传染病控制及慢性非传染性疾病(慢病)控制的双重挑战,现行单一的卫生服务体制已不能满足人民群众日益增长的多层次服务需求。“九五”期间,国家将心脑血管疾病、肿瘤、糖尿病、牙病等慢病列入疾病防治的重要内容,并相继出台了一系列的有关慢病的社区防治规划。为了使这些防治规划在江西落到实处,从1996年2月开始,我省在上高县建立了以慢病防治为重点,对传染病、地方病、妇幼疾病、老年疾病实行综合控制的社区。1997年上高县被列为全国慢病防治社区试范点,到目前为止,收到了初步的成效,得到了当地政府的赞扬和肯定。
At present, China is facing the dual challenges of infectious disease control and the control of chronic non-communicable diseases (NCDs). The current single health service system can no longer meet the increasing multi-level service demands of the people. During the “Ninth Five-Year Plan” period, the state included chronic diseases such as cardiovascular and cerebrovascular diseases, tumors, diabetes, and dental diseases as important parts of disease prevention and control, and successively issued a series of community prevention and control programs for chronic diseases. In order to implement these prevention and control programs in Jiangxi, from February 1996, our province established a community in Shanggao County that focuses on the prevention and treatment of chronic diseases and implements comprehensive control of infectious diseases, endemic diseases, maternal and child diseases, and geriatric diseases. In 1997, Shanggao County was listed as a pilot point for the national chronic disease prevention community. So far, it has received preliminary results and has been praised and affirmed by the local government.
