“预防为主”是我国、我军卫生工作的根本方针之一。早在革命战争年代,我军即制定了“对于疾病着重预防”的部队卫生工作原则;抗日战争时期又提出“预防第一”的口号;建国以后,党和政府认真总结了战争年代军队和根据地开展卫生工作的经验,明确提出了“预防为主”的卫生工作方针。当前在新的历史条件下,根据党的路线、方针、政策,按照新的情况、新的任务,总后勤部于1985年制定了新的军队卫生工作方针,重新明确“预防为主”是这一方针的重要组成部分。
