红色高棉的首领波尔布特、总参谋长切春、总司令宋成在协议正式生效之前脱离部队,到国内某地或外国隐居,不再插手国内事务;乔森潘将作为红色高棉的最高领导人与政府方面进行各种联系。对他过去的行为不再予以追究,准允他合法参加今后的政治生活,可以组成或参加某一政治组织;所有红色高棉人员的过去行为不再予以追究;所有红色高棉人员必须就此放下武器,向政府投降。投降者可以在甄别后加入政府军,也可以就此脱离军队,解甲归田;
