近年来,我国乡镇企业迅速发展,但由于管理工作没有跟上,产生了许多问题。这些问题如不能妥善解决,势必严重影响乡镇企业的进一步发展。本文列举几个主要问题,希能引起有关部门的重视。一、管理体制不健全。现在虽然各级政府都设了乡镇企业管理局,但主管乡镇企业的部门除乡镇企业局外,铁木社由二轻局管,代购代销店由供销社管,个体户由工商局管,小煤矿由煤炭公司管,等等。结果导致政出多门,使乡镇企业无所适从。乡镇企业的产品也没有实行归口管理,使乡镇企业缺规划、缺信息、缺技术。二、政企不分,行政干预过多。现在许多乡镇企业的人、财、物都集中在乡、镇、村的领导手中,比如干部由乡里配备,工人由乡里安排;乡(镇)村政府往往把企业的大部分利润拿走;还有些部门通过行政手段任意向乡镇企业摊派各种费用,使乡镇企业的额外负担日益加重,失去自我发展的能力。
