交通部“十五”规划和全国公路养护管理会议要求,实现公路管理与养护分离积极培育和发展公平、竞争、规范有序的公路养护工程市场。浙江省前期出台了《浙江省公路养护工程资质管理暂行规定(试行)》,为该省民营公路养护施工企业的诞生扫除了障碍,也为公路养护市场化竞争注入了活力。
