第一章总则第一条为加强安全生产监督管理,防范安全事故发生,保障人身和财产安全,维护社会稳定,根据有关法律、法规,结合本省实际,制定本规定。第二条凡在本省行政区域内从事与安全生产有关活动的单位和个人,必须遵守本规定。第三条安全生产监督管理工作必须贯彻安全第一、预防为主的方针,坚持属地管理和谁主管谁负责、谁审批谁负责的原则。第四条各级人民政府应当加强安全生产监督管理工作的领导,并将其纳入当地国民经济和社会发展计划。第五条县以上安全生产监督管理部门(以下简称安监部门)具体负责本行政区域内的安全生产综合管理工作,依法履行安全生产监督管理职能。其他有关部门依照法律、法规和规章的规定,具体负责本部门职责范围内的安全生产监督管理工
Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the relevant laws and regulations and in the light of the actual conditions of the province in order to strengthen the supervision and administration of production safety, guard against accidents, safeguard personal and property rights and maintain social stability. Article 2 All units and individuals engaged in safety-related activities in the administrative area of this province shall abide by these Provisions. Article 3 Supervision and administration of work safety must follow the principle of safety first and prevention first and adhere to the principle of territorial management and who is in charge and who shall be responsible for the examination and approval. Article 4 The people’s governments at all levels shall step up their leadership over the supervision and administration of work safety and incorporate them into the plans for local economic and social development. Article 5 The work safety supervision and administration department at or above the county level (hereinafter referred to as the safety supervision department) shall be specifically responsible for the comprehensive management of work safety in its own administrative area and perform the work safety supervision and administration according to law. Other relevant departments shall, in accordance with the provisions of laws, regulations and rules, be specifically responsible for the work safety supervision and control workers within the scope of their responsibilities
