科学合理地开发利用好山区丰富的林地和草地资源,在改善民生的同时,保护好山区脆弱的生态系统,是我国山区可持续发展的关键。建议以科学规划和功能分区为前提,规范资源的开发和保护;加快相关管理和产权制度的设计,为资源的合理开发与保护提供制度保障;从资金、技术、人才等方面入手,夯实资源开发的基础;通过山区生态产业的培育,大力发展生态经济,将山区丰富的林地和草地资源科学合理地转化为区域社会经济发展的动力。
Scientific and rational development and utilization of mountainous areas rich in woodland and grassland resources, while improving people’s livelihood, while protecting fragile mountain ecosystems, is the key to the sustainable development of mountainous areas in China. It is suggested to standardize the development and protection of resources on the premise of scientific planning and functional zoning; to speed up the design of relevant management and property rights systems and to provide institutional guarantees for the rational development and protection of resources; and to lay a solid foundation for resources, technology and personnel development ; Through the cultivation of the mountainous ecological industry, vigorously develop the ecological economy, scientifically and reasonably convert the rich forestland and grassland resources in mountainous areas into the driving forces for regional social and economic development.
