我国内河河网发达,干支流可通航里程达12万公里以上,内河水运便捷、廉价、环保的特点在现代交通运输中优势明显。长江干线已成为世界上运量最大、运输最繁忙的通航河流,对促进长江流域经济协调发展发挥无可替代的作用。随着船舶吨位的提高,船舶的快速化,船型多样化,通航环境的快速改变,但船员的整体素质并没有同步提升,结果导致水上交通事故特别是重特大水上事故时有发生,损失惨重,社会影响面广。通过对我国长江干支线船员胜任状况调查,结合近年来事故的新特点和趋势,从多角度探索提升内河船员胜任能力的途径。

As a result, accidents on water, especially heavy water accidents, have occurred frequently and suffered heavy losses. A wide range of social impact. Through investigating the competency of crews in the stem-and-branch of the Yangtze River in our country and combining with the new features and trends of accidents in recent years, we can explore the ways to enhance the competency of inland river crews from multiple perspectives.
