经济的发展和全方位的改革开放,给小城镇发展带来了生机和活力。城镇经济发展中的乡镇工业,已由过去小规模、工艺落后且布局分散的状态,逐步趋向于具有一定规模、生产工艺较先进的集中布局的新格局。各地城镇工业区的建设和开发就是一个例证。 宁波市镇海骆驼镇1993年列入全国试点城镇,该镇提出了“以工业区开发带动城镇建设”的思路,同年在修编总体规划的基础上,进行了“骆驼工业区详细规划”设计。在设计实践中,我们遇到了不少新问题,诸如利用交通干线发展经济与保证交通顺畅;工业区布局与土地使用模式;基础设施规划与综合地价测算等,并作了一些探索性的尝试,与同行共酌。
