现代化是目前西部的发展目标之一,在走向现代化的过程中,青海民族地区面临着包括经济发展、政治制度改革、传统文化与现代文明的冲突、保持社会稳定与发展的平衡等诸多问题。平稳推进民族地区的现代化必须首先弄清楚何为民族地区的“现代化”、如何实现民族地区的“现代化”并保证发展与稳定相协调——要解决这些问题,必须充分考虑到民族地区的特殊性。
