2011年6月1日,国务院总理温家宝主持召开国务院常务会议,决定启动城镇居民社会养老保险试点。6月13日,国务院下发了《关于开展城镇居民社会养老保险试点的指导意见》。7月1日,城镇居民社会养老保险试点工作正式启动,到2012年将基本实现城镇居民养老保险制度全覆盖。此前,部分地区先行先试,积极探索推进城镇居民社会养老保险的方式方法,并进一步推行了城乡居民社会养老保险制度。本期专题对城镇居民社会养老保险制度进行了解读,并介绍了部分地区的经验做法,以期对各地推进城镇居民社会养老保险工作有所裨益。
On June 1, 2011, Premier Wen Jiabao chaired a State Council executive meeting and decided to launch a pilot for social insurance for urban residents. On June 13, the State Council issued the Guiding Opinion on Piloting Social Endowment Insurance for Urban Residents. July 1, the pilot project of social insurance for urban residents officially started, by 2012 will basically achieve the full coverage of urban residents’ pension insurance system. Previously, some regions conducted pilot projects in advance and actively explored ways and means of promoting social endowment insurance for urban residents, and further implemented the social endowment insurance system for urban and rural residents. This issue of social insurance for urban residents in the elderly system was interpreted, and introduced the experience of some regions, with a view to promote the work of urban residents in all parts of the country’s pension benefits.
