统筹城乡发展是科学发展观的题中之义,是全面建设小康社会的客观需要,必须在科学发展观的指导下进行。作为统筹兼顾根本方法的重要内容之一,城乡统筹要服从于发展,服从于以人为本和全面协调可持续。因此,维护城乡平等、实现城乡共同发展和保障这种发展可持续是用科学发展观统筹城乡发展的主要内容。
